Job Summary

Inlinewith49 CFR 625, 630, and 673requirements, the Asset Information Managers will assist the Asset Management Program in documenting processes and procedures for asset lifecycle management andconductassettype-basedconditionassessmentsfollowingFTAsStateofGoodRepairguidance, MBTA Asset Class Condition Guidelines and inform both Maintenance and Capital decision making.

The Asset Information Manager of Track will be engaged in engineering services, data collection, analysis, and standards development covering transit and commuter rail assets.

Duties & Responsibilities

  • Act as Subject Matter Expert for their assigned asset class.
  • Act as Project Manager for third party-led inventory and condition assessments, including tracking deliverables, invoices, and vendor performance.
  • Perform asset data analysis to inform Capital Investment decisions, including risk and cost proposals.
  • Document inspection criteria for verifying the condition of assets, monitor maintenance practices and procedures and assist in establishing criteria for preventive maintenance cycles based on data-driven metrics.
  • Review and update engineering documents in line with asset management best practices.
  • Author/update of MBTA Asset Management Standards in line with international best practices.
  • Be the Department's representative on both the MBTA design standards development, drawing standards, and Quality Management programs development.
  • Validate asset information via field visits throughout the MBTA infrastructure.
  • Review and validate new asset data provided by the asset handover process.
  • Manage the continuous improvement of both the Asset Management Program and asset documentation.
  • Enforce the Department of Asset Management policies and procedures.
  • On occasion be flexible to work all shifts and/or locations as assigned or directed.
  • Respond or report to work as directed by supervisory personnel for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable), and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
  • Perform related duties and projects as assigned.

Minimum Requirements & Qualifications

  • A Bachelor’s degree from an accredited institution in a technical field related to Civil, Structural, Track, Engineering, Construction or a related field.
  • Five (5) years of professional experience in one of the following disciplines with professional knowledge of industry engineering principles and practices related to:
    • Track – Design, build, and engineering of track including lifecycle maintenance with knowledge of civil specifications, AREMA standards, and drawings.
    • Transit/Railroad/Transportation – Operations, engineering or maintenance including but not limited to dispatching, operating, maintenance, inspection, construction, or similar experience in a transportation environment.
  • One (1) year of experience supervising or leading large projects.
  • Experience with written reports, budgets, and time estimates for upper management, and stakeholders.
  • Strong analytical, mathematical, organizational, planning, time management, and interpersonal skills.
  • Proficiency with Word, Excel, PowerPoint, and database applications.
  • The ability to read, interpret, and make recommendations based on technical documents and drawings including blueprints, maintenance manuals, specifications, schematics, fluid, and other sample tests.
  • The ability to work in an active railroad and maintenance environment and the physical constraints associated with the working environments.
  • The ability to quickly learn new technologies tools and processes.
  • The ability to effectively work with employees at all levels within the Authority, vendors, and individuals outside the agency.
  • Excellent written and verbal communication skills.
  • Excellent customer service and conflict resolution skills
  • The ability to provide internal and external customers with a courteous and professional experience.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor’s degree requirement.
  • An Associate’s degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor’s degree requirement.
  • A Master’s degree in a related subject substitute for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience

Preferred Experience And Required Skills

  • A Masters’ degree from an accredited institution in a technical field related to Civil, Structural, Track, Engineering, or a related field.
  • Seven (7) years of experience working in Transit or the Railroad
  • Extensive experience in project management, technical design, inspection, rating schemes, and rehabilitation experience on transit infrastructure projects.
  • A current State of Massachusetts Licensed PE
  • Experience in Railroad or Transit infrastructure design and build.
  • Basic knowledge of AREMA, Asset Management principles, and EAMS.

  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting their positions and throughout the duration of their program.
