Under the direction of the Public Health Medical Officer III, Chief of the Occupational Health Surveillance and Evaluation Program, the Health Program Specialist II (HPS II) is responsible for the planning, implementation, and dissemination of outreach and education to employers, workers, and other stakeholders about preventing and mitigating exposure to secondhand cannabis smoke. The HPS II will conceptualize complex program strategies and demonstrate a high level of accountability in implementing the goals of Assembly Bill No. 1775 Chapter 1004, an act to amend Section 26200 of the Business and Professions Code, 2024.
The HPS II makes independent decisions about methods and strategies to reach licensed retailers or microbusinesses in the area where the consumption of cannabis is allowed, and who sell tickets for live musical or other performances on the premises. Convenes stakeholder meetings with employers, workers, the Department of Cannabis Control and local health jurisdictions to identify current knowledge gaps and needed resources related to secondhand cannabis smoke exposure in the workplace. Meets with Subject Matter experts to identify relevant scientific research, review existing guidance, gain expertise in secondhand smoke exposure, and elicit review and feedback on secondhand cannabis smoke exposure guidance for workers. Develops guidance and educational materials for workers and employers on secondhand cannabis smoke exposure and update these materials as new information becomes available. Develops a dissemination plan and conducts outreach to employers. Responds to inquiries from employers, workers, and other stakeholders regarding the developed guidance on secondhand cannabis smoke exposures in the workplace.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Telework Information
This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
