Telework is available.

Within the state Information T echnology Policy Office for the California Department of Technology (CDT), Office of Government Affairs (OGA) and under the direction of the Information Technology Supervisor II (IT Sup II), the IT Specialist I, IT Policy Analyst, plays a key role in developing, reviewing, evaluating, and implementing statewide IT policies for statutory compliance. In addition, this position provides state IT governance support, IT cost data management and data analytics for various IT and business functions. The position also requires the incumbent to employ statistical techniques to interpret data, analyze results, and produce reports and to uncover new process improvement opportunities.

Telework
This position is eligible for a hybrid work schedule within California based on departmental policy and operational needs. The telework policy is subject to change depending on business needs, and/or reporting to the work site may be required with minimal notification given .

Working Conditions

CA Residency:

STATEMENT OF QUALIFICATIONS (SOQ) REQUIRED
All interested applicants are required to submit a Statement of Qualifications (SOQ). You must provide direct responses to each of the numbered items listed below. Each individual response must be numbered and include the full text of the numbered items prior to your response. Please include specific examples of your education, training, and/or experience. Limit your SOQ to a maximum of two (2) pages, single-spaced, twelve-point Arial font.

  1. Describe your experience in developing and implementing IT policies, including your role in ensuring compliance with statutory regulations, conducting research, data analysis, and engaging with stakeholders. Provide specific examples that demonstrate your ability to handle these responsibilities effectively.
  2. Explain your proficiency with data analysis and visualization tools such as Microsoft Excel, Power BI, and Tableau. How have you applied these skills to manage IT costs, generate reports, and support decision-making in past roles?

  • Proficient in writing, editing, and reviewing policies and technical documents.
  • Ability to manage multiple tasks under tight deadlines, both independently and collaboratively.
  • Knowledge of statistics and experience using statistical packages for analyzing datasets.
  • Proven skills in data analytics, IT governance frameworks, compliance standards, and visualization tools (e.g., Excel, Power BI, Tableau).
  • Knowledge of state IT policies and statistical analysis techniques.
  • Strong communication, interpersonal and negotiation skills.
  • Adherence to state regulations for in-office and remote work.
  • Strong communication.
  • Must be proficient and advanced in using Microsoft Excel, Tableau, and building Power BI and Power Applications.
  • Must be proficient with Microsoft Office applications.
